New RFT for Supply of PR/Communications for Public Sector Bodies

On 16 Feb. a new Request for Tender (RFT) to establish a Multi-Supplier Agreement for Public Relations and Communications Services to the Public Sector was published by the Office for Government Procurement (OGP). This replaces the current Framework. The deadline for receipt of Tenders is 19 March at 14:00.

The duration of this Framework is 2 years. The OGP reserves the right to extend the Term for a period or periods of up to twelve months with a maximum of two such extensions, on the same terms and conditions.

It is anticipated that a minimum of eight (8) and a maximum of twelve (12) suppliers will be appointed to the Framework Agreement.

 

All queries must be directed to the messaging facility on www.etenders.gov.ie no later than 14:00, 7 March.

 
Tenderers must evidence an average annual turnover from PR and Communications services that exceeded €600,000 (excl. VAT) for the last three financial years or pro-rata if more recently established.
 
Tenderers must declare that their agency will provide national, regional, local and specific audience level insight and expertise, if required; manage key thought and opinion leaders relevant to supporting broader government policies (for example, in meeting Ireland’s EU Climate Targets); and provide services as part of an integrated campaign if required. And provide at least ten (10), but ideally all 13, of the PR and communications services listed in the RFT.
 
Award Criteria: The cost factor remains again the largest element of the scoring at 40%.

  • Management & Selection of Resources - Continuity of Services (Includes reference to suitable, trained and knowledgeable team members.)
