The Residential Tenancies Board (RTB) invites applications for the position of Communications and Engagement Manager (Higher Executive Officer). We are looking for a public affairs or communications professional with broad experience across public affairs, stakeholder engagement, media relations and digital communications. The successful candidate will develop and deliver strategic communication and stakeholder engagement programmes.

The duties of the Communications and Engagement Manager will include, but are not limited to:

Public Affairs and Stakeholder Engagement

  • Maintain up-to-date knowledge of relevant political, policy and legislative developments, and share with colleagues internally
  • Develop and deliver a stakeholder engagement programme targeting the public, landlord and tenant organisations, relevant Government departments and agencies, and Oireachtas members
  • Suggest approaches to drive positive engagement with key policy makers and decision-makers
  • Horizon scan for upcoming policy developments and maintain a public affairs schedule
  • Prepare high-quality briefing materials for policy makers and other key stakeholder audiences
  • Coordinate RTB stakeholder events from concept and ideation to execution and evaluation
  • Raise awareness of RTB data and insights to inform rental policy

Media Relations

  • Write regular news releases for regional and national distribution
  • Draft briefing materials to prepare senior leadership for media and stakeholder engagement
  • Act as contact point for media inquiries and interview requests
  • Media management of RTB events
  • Book and brief photographers, videographers and creative suppliers as required
  • Network and develop relevant media contacts
  • Assist with the provision of media training for RTB spokespeople
  • Measure, evaluate and advise on RTB media strategy
  • Contribute to managing relationships with third party PR and marketing agencies

Campaigns and Content

  • Develop, implement and evaluate results-driven communication campaigns
  • Implement strategic communication plans across all channels
  • Contribute to the development of content calendars and ensure consistency in tone of voice
  • Work with Communications and Engagement colleagues to develop web and social media content
  • Produce, publish and distribute content in appropriate mediums e.g. podcasts

People Management

  • Lead, organise and manage staff to deliver Communication and Engagement activities
  • Establish goals and work with direct reports to execute, measure progress and share results
  • Analyse and prioritise the workload of team members
  • Ensure staff are aware of relevant legislation/organisational policies/business processes and are appropriately trained for role requirements
  • Provide guidance to motivate and empower team members to achieve maximum performance
  • Manage the Performance Management Development System (PMDS) for direct reports, identifying personal training and support needs

Other

  • Deputise, when required, for the Head of Communications and Engagement
  • Take part in other RTB projects and initiatives as required
  • Attend and contribute to all relevant meetings as appropriate to the role
  • Any other duties which may be assigned by the Head of Communications and Engagement
